Unbridled luxury must always be a vicious and disintegrating influence in the life of a community, especially where, as here, one considerable portion of the population lives merely to minister to and maintain it; and it cannot be doubted that the vicious excesses and selfish extravagances of the richer districts of West London have left an unmistakable mark in the degradation and misery of the poorer districts.
